NASA paid for this report through a grant to Washington University in St. Louis. Burke E. Robinson ran a Delphi forecast on educational telecommunications by satellite: a panel of experts answers questionnaires in rounds, sees the group's estimates between rounds, and revises. In 1973 the agency was funding questions about what a satellite classroom would do to schools and to the people in them, a long way from the engineering of the satellite itself.

The report opens with a section headed 'Why Should I Read this?', which meets the reader's reluctance before the first table appears. The 140 pages are the panel's estimates and the reasoning behind them, set out question by question. A reader today can hold them against what actually arrived in classrooms and what did not.
