The President's Daily Brief is the highest-level intelligence product the U.S. government produces. The meetings documented here shaped the intelligence governance that informs it. Though redacted, the agendas show what topics warranted this level of policy discussion over three years of the Obama and early Trump administrations. The document names the attendees: intelligence community leaders, policy officials, and National Security Council staff. It records the formal process by which the PDB is guided. What survived redaction reveals the architecture of intelligence oversight at the national security apparatus top level, the bureaucratic structure through which the most classified daily briefing is managed.
