In January 2025, the Board on Geographic Names received a formal proposal to change the Gulf of Mexico's name to Gulf of America. The decision required interagency consensus and unprecedented coordination. These emails capture three weeks of internal debate: what legal authority allows the change, which agencies must concur, how to change a name appearing on thousands of maps and in maritime law, what happens internationally. Participants include USGS officials, State Department, NOAA, and the Executive Office of the President. The volume of correspondence across an eight-week FOIA release indicates the question was more complex than the final decision suggested.
